Minister summoned for threatening to kill Kadaga, labelling Basoga filthy, calling Kyabazinga illiterate

The Member of Parliament for Bukono County, Namutumba District and Minister of State for Lands, Persis Namuganza has been summoned by fellow legislators from Busoga region to answer a series of grave accusations.

The legislators under their umbrella body Busoga Parliamentary Caucus want Namuganza to answer among other accusations; threatening to harm/kill the speaker of parliament Rebecca Kadaga, abusing residents Kamuli district and belittling the Kyabazinga of Busoga, Prince Gabula Nadiope IV.

A letter from the Caucus chairman and also Jinja West MP Moses Grace Balyeku summons Namuganza to answer to the caucus during their sitting on March 9, 2018 in government chief whip’s boardroom.

“It emerged and it is alleged that you Hon Persis Namuganza, on repeated occasions this year, has physically and on social media abused and insulted the people of Kamuli District and parts of Namutumba Disrict as being so filthy and unhygienic in the whole of Busoga region,” the letter reads in part.

Mr Balyeku also in his letter accuses Namuganza of making volatile statements while at a public rally in her constituency of Bukono in Namutumba District.

Accordingly, videos recorded of Namuganza at the rally show the minister discrediting the Speaker of Parliament and woman MP for Kamuli District Rebecca Kadaga.

Namuganza alleged that Kadaga is unfit and improper to represent people of Kamuli. She also said Kadaga has outlived her usefulness in the office of the speaker.

“...the videos further reveal the you, Hon Persis Namuganza still in the same place threatened to harm or kill the said Rt Hon Speaker,” the letter from Balyeku continues.

Namuganza is also accused of using the public rally to motivate the people of Bukono to pursue Ms Kadaga with stones, clubs and any blunt objects on sight in her constituency.

The Minister is held on five accusations which the caucus members claim are so serious, wild and peculiar in the minds of right thinking citizens of Busoga and Uganda and could result into criminal and civil prosecutions.

The caucus also alleges that Namuganza while at her rally in Bukono this year abused and belittled the Kyabazinga of Busoga by calling him illiterate and therefore incapable of leading his subjects.

“The allegations herein, if proven, not only offend both the criminal and civil laws of the land but also offend our Busoga norms and culture which are well within your knowledge.  You are therefor required to appear and defend yourself as against these allegations on the 9th March at 10:00am at fourth floor parliament building,” the statement ends.

Minister Namuganza and Speaker Kadaga started bickering after the later allegedly visited her constituency with Busiki County legislator Paul Akamba where they spoke ill about Namuganza.

Earlier this month, while launching a borehole in Bukono county, Namuganza accused Kadaga of fighting her.

“She should be fighting drought in Busoga, or the jiggers attacking Kamuli but why would she start a fight with me who is fit to be her grand daughter?” Namuganza echoed amidst cheers from the audience.

“Kadaga has fought everyone, she fought even our own Specioza Wandira Kazibwe who meant good for Busoga. If you hear me dead, Kadaga will be suspect number one,” she added.

Namuganza also rallied her constituents to stone the Kyabazinga should he set foot in the area.

This is not the first time Namuganza is appearing in public cat fights, the minister in February last year clashed bitterly with ICT state Minister Ida Nantaba during a land meeting.
