President Museveni has told cabinet ministers and other political leaders in the respective ministries to take responsibility for their actions.
In a memo dated February 19 and signed by Pius Wakabi, the permanent secretary in the ministry of Agriculture, he reminds political leaders in his ministry that President Museveni in a cabinet meeting emphasised that leaders will have to refund monies lost because of their reckless actions.
“The president informed cabinet that punitive action will be taken against political leaders who will fully take decisions that are not in the best interests of the country and that they will be tasked to refund the money spent in addressing the problems they create,” Wakabi wrote.
There have been instances where political leaders have used the name of the president to justify their actions which in some cases have caused fianacial loss to the country.
In February 2012, ministers Syda Bbumba and Khiddu Makubuya resigned under parliamentary pressure after they claimed that Museveni had sanctioned the payment of Shs 150 billion to city businessmen Hassan Basajjabalaba and Col. John Mugyenyi as compensation for losing the ownership of key city markets.
Later the president said he had not agreed to such a deal.
